you can get a cheap desktop computer for that much
expensive single parts include the motherboard and the CPU
or you could by accessories/peripherals
a nice monitor, 8800GTS video card. Dual Channel RAM, (you can get hold of a lot near 400$) new processor and mobo?
i would buy a trial processor and motherboard
like
an ASUS motherboard near a Core 2 Duo processor, if your going to do this make sure the motherboard supports socket 775
you can buy a perfect 24 LCD if you want or upgrade you memory...
